SUMMARY
STATEMENT:
The mission of the Fleet Training Center is to manage and conduct refresher training and simulation training for combat systems operators and teams, as directed by higher authority, to provide the RSNF with personnel possessing the necessary skills and knowledge to perform special qualification duties on board ships and shore stations of the RSNF. Train and evaluate RSNF Personnel assigned to RSNF ships in Naval Tactics, and primary and secondary mission area operations through formal classroom instruction and the use of the Simulator Trainee. The incumbent must coordinate through his supervisor all departmental matters requiring interface with outside agencies under the direction of the Fleet Training Center.
EDUCATION:
Master of Science / Arts / Engineering which lead to commissioning and designation as 1110 Unrestricted Line Officer. Command and staff college or War college.

EXPERIENCE:
At least ten (10) years Command and operational experience in tactical systems and/or the writing of instructional materials used in Naval Tactics and operations, with three (3) years classroom experience or equivalent as an instructor. Commanding Officer Afloat, FF, DD, DDG, CG. Works with Simulators equipment.
PHYSICAL AND/OR OTHER SPECIFIC
REQUIREMENTS:
Prior to occupancy of this billet the candidate must have completed and passed a medical and dental examination. DUTIES AND RESPONSIBILITIES:
Coordinate the development, scheduling, execution and evaluation of Scenarios in the Action Speed Team Trainer ASTT and Naval Tactical Team Trainer NT-3.
Coordinate the activities of the individual station instructor (Game Control Station, Radar, Bridge, EW, Sonar, Fire Control while planning, executing, and evaluating Scenarios in the Action Speed Team Trainer ASTT and Naval Tactical Team Trainer NT-3.
Coordinate, Co-Develop, Co-Author Scenarios with the other station Instructors.
In the evaluation of the performance of Ship's CIC and Bridge Teams in the Trainer, attention should be focused on the following:

Supervision of CIC Personnel and familiarization with the functions and duties of watch stations subordinate to and reporting to the TAO/GCO.

Watch organization of RSNF PGG-PCG ad Frigate ship classes.
-
Maintenance of the Surface Picture, Air Picture, Sub-Surface Picture and Correct Correlations between Radars, Sonar's and ESM receivers by the ship's team; including skunk designations or Link Track Numbers, and initial identification.

Use of standard commands by all watchstanders when communicating with the watch station personnel.

Formulation of an Engagement Plan by the TAO with the SWC; and keeping all key watch station personnel informed of the tactical situation. Support of the TAO by the ship's team in the formulation of a plan.

Effective use of ship speed and maneuverability by the TAO to gain tactical advantage over the hostiles.

Proper weapons selection and targeting mode of weapon by the TAO against the target.

TAO orders for effective courses for AAW defense, unmasking both guns (PGG, PCG). Timely and Correct Recommendations of the SWC.

Effective Use of Chaff by the ship. Timely and Correct Recommendations of the EW Operator to the
Understanding and Exploiting the Tactical Advantages and Disadvantages of various EMCON conditions.

Monitoring of all communications circuits and make effective use of all relevant R/T and internal communications information.

Proper Response to sustained casualties and exercise imposed equipment limitations.

Capabilities and Limitations of the Hostile Order of Battle.
- Conduct General Watch Stander Training and Evaluation:
- In accordance with the Fundamentals. Systems, and Watch Station sections of the applicable PQS(s).
- Be familiar with and have access to all current Publications and References (and t their revisions as they become available).
- In General:
- The RSNF may designate this billet as a training billet. The incumbent will be required to impart his knowledge of duties and responsibilities in such a manner as to permit assimilation on the part of the RSNF Trainee.
